The government is expediting a plan to improve the Suhua Highway after torrential rain and landslides wiped out part of the road. At least 15 people died in the disaster, which could have been averted if a safer route had been built between the eastern Taiwan counties of Yilan and Hualien. But environmentalists are urging the government not to be too hasty.
